Sony Pictures Television's international production chief Wayne Garvie has suggested that the BBC and Channel 4 should merge, with Channel 4 becoming the commercial arm of the BBC. This proposal comes as Channel 4 faces declining advertising income and rising costs, and has recently announced significant layoffs, the biggest in its 43-year history.

Garvie spoke at the Royal Television Society London Convention, where he argued that Channel 4's survival is uncertain in its current form due to the rapidly changing market. He proposed that Channel 4 could have its own identity as the commercial arm of the BBC, bringing together public service commercial channels.
