The US Senate has advanced the Clarity Act, a landmark crypto bill, before heading on August recess. The bill would create a regulatory framework for cryptocurrencies, defining when digital tokens are securities or commodities and which regulators oversee them.

The bill needs 60 votes to pass, including at least 8 Democratic votes. The crypto industry has spent more than $119 million backing pro-crypto candidates in the 2024 election, hoping to advance the Clarity Act and stablecoin law.

A key procedural vote on the Clarity Act is set for September 15. The Senate has 14 working days before an October election recess to iron out the bill's unresolved sticking points. The bill cleared the Senate Banking Committee in May on a 15-9 vote, and the House passed the bill 294-134 in July 2025.

## What's at Stake The passage of the Clarity Act would be a significant victory for the crypto industry and US President Donald Trump, who reported more than $1.4 billion in income from his family's crypto ventures last year. However, it would also be a blow for banks, which have fought to limit language that would allow crypto companies to effectively compete for bank deposits by offering rewards on customer stablecoin holdings.

The fate of the bill remains uncertain due to ongoing negotiations and opposition from Democrats. Senate Republicans and crypto-friendly Democrats have yet to strike an agreement on an ethics provision that remains the central holdup in negotiations. Despite the challenges, the crypto industry remains hopeful that the Clarity Act can clear the Senate when lawmakers return for a brief three-week session in September.

## Why it Matters The Clarity Act would provide legal clarity for the crypto industry, potentially boosting the adoption of cryptocurrencies. The bill's passage would also mark a significant development in the regulatory framework for cryptocurrencies, which has been a subject of debate in recent years. As the crypto industry continues to grow and evolve, the need for clear regulations and guidelines has become increasingly important.
