Russia Crypto Rules: $3,690 Annual Limit
Retail investors face purchase cap as central bank proposes allowing Bitcoin, Ether, and Tether on official exchanges, with new rules taking effect on September 1

Russia's central bank has proposed allowing investors to trade Bitcoin, Ether, and Tether on official Russian exchanges, with retail investors facing a 300,000-ruble ($3,690) annual purchase limit per intermediary. This move comes as the country prepares to implement new crypto rules on September 1.
The central bank has selected these three cryptocurrencies based on their liquidity, market capitalization, and at least five years of price history on foreign platforms. Qualified investors, on the other hand, will have no purchase limit.
The new rules will allow cryptocurrencies to be used for cross-border settlements, but they will be banned as payment methods!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!inside Russia. All investors will be required to undergo testing and become familiar with the risks of investing in crypto assets before making any transactions.
The public feedback deadline for the central bank's draft proposals is August 24. Russian President Vladimir Putin had previously signed a law that formally legalized cryptocurrency trading in the country.
## Why it matters The new rules are significant as they mark a shift in Russia's approach to cryptocurrency regulation. With retail investors making up around 98% of Russia's crypto market participants, the purchase limit is likely to have a significant impact on the market. The move to allow cryptocurrencies for cross-border settlements also highlights the potential for digital assets to play a role in international trade.
As the September 1 deadline approaches, investors and exchanges are preparing for the changes. The surge in hardware wallet sales in Russia is a testament to the growing interest in cryptocurrencies in the country. With the central bank's proposals open for public feedback, it remains to be seen how the final rules will shape the Russian crypto market.
